When entries close, the winner is selected automatically by a cryptographically secure random number generator. The result can't be predicted or influenced, the winning ticket is logged, and the winner is emailed straight away.

Before entries close we publish a commitment (a fingerprint of a secret random value); after the draw we reveal that value, so anyone can confirm the winner came from genuine randomness that was locked in before entries closed and not tampered with afterwards.
